PNGRB plan to develop 20-kilometre long pipeline from Sempora to Srinagar airport

Srinagar, Jul 25 (KNO): The Petroleum and Natural Gas Regulatory Board (PNGRB) has proposed to develop a 20-kilometre long Aviation Turbine Fuel (ATF) pipeline from Sempora to Srinagar airport. Documents in possession of news agency—Kashmir News Observer (KNO) reveal that PNGRB has initiated a suo-moto proposal for development of the pipeline under Regulations 4(2) and 6 of the PNGRB. The proposed pipeline aims to deliver 0.5 million metric tonnes per annum (MMTPA) of ATF directly to the Srinagar airport. The PNGRB began the process of consultation over the proposed pipeline on April 17, 2025 with inviting comments from different stakeholders. “In terms of Regulation 5(1) of PNGRB PPPL Authorization Regulations, the Board announces the commencement of the public consultation process. Accordingly, views/comments in writing from any person or stakeholders/entity are invited within 30 days of publication of this public notice on the PNGRB website. The suggestions of stakeholders/entity are also invited on the Length, Route, Minimum Capacity and Termination / Originating Point for the proposed pipeline,” read the notice. Responding to the notice, the Indian Oil Corporation Limited (IOCL) communicated to the PNGRB on May 15, 2025 that that it doesn’t have specific comments regarding five ATF pipelines including Sempora- Srinagar airport, and requested that it should be invited for open house discussion by the Board when it is conducted. The Bharat Petroleum Corporation Limited (BPCL) wrote to PNGRB on May 16, 2025 that it doesn’t have storage facility in the vicinity of Srinagar airport. PNGRB maintains that Srinagar offers strategic advantages for the establishment of an ATF pipeline due to the presence of Oil Marketing Company (OMC) depots. “These depots are integral to the region’s fuel distribution network, ensuring a steady supply of petroleum products,” the Board stated—(KNO)
